What does the ICC arrest warrant for Russian President Putin mean?

TW Newsdesk, Mar 18: The arrest warrant by International Criminal Court (ICC) against Vladimir Putin pressurises the court’s 123 member states to arrest the Russian President and shift him to The Hague for trial, if he lands on their territory.

ICC has no powers to arrest any suspect, and can only order  jurisdiction within its member countries, and Russia is not one of them.
